During their time, the Regulators became very well known in their neighborhood. The Carnival first encountered Dime while he was building Rogovo’s walls, with [[Mickey]] pulling him away at gun point and leading him into the woods where he proceeded to accuse Dime of murdering his friend. Dime, who clearly never met nor murdered the man this clown spoke of, pleaded with Mickey and attempted to reason with him. Mickey decided to shoot Dime and leave him to bleed out, but the regulators hearing the shot came and saved him. The next day, while healing in Rogovo, Dime met Aphira of Dark as Midnight, who was accompanied by Mickey and [[Bozo the Clown]]. All parties were surprised to see one another. As it turns out, Bozo came down to make peace by offering up Mickey to pay for his crimes, while Aphira just wanted to see some clown blood. Mickey was banished and never allowed in Regulator territory as the Regulators did not want to stoop to his level, but deep down they knew he wouldn’t obey.

Overview

Year Founded: 2018

The Rogovo Regulators, or “Regulators” for short, were a community of mixed backgrounds and talents. They were not a peaceful hippy commune, yet not a bunch of murders and liars either. Some were very keen gardeners, and others skilled hunters. They also were talented craftsmen and cooks with plenty of knowledge of the surrounding area. Indeed, with their broad range of skill sets, the only talent they all shared was killing those who wished them harm. They believed times being as they are, that banding together would better their chances for survival and possibly find a cure for the infected over time. The few members were diverse, and came from very different backgrounds. There were drug lords, ex-special forces, farmers, teachers and regular folk. They cared little for politics or government, claiming that's what got everyone into the current mess to begin with.

Alignment

The Regulators needed to remain fairly neutral on most fronts as it was crucial to their survival and for business. They were considered to be lawful neutral, operating with wholesome values and a conscience for their actions.

Appearance

The Regulators wore mostly black clothes with a blue armband, but could be separated from all the rest by their signature black baseball cap with white Kalashnikov logo. To help others not see them as much of a threat, they wore forest color vests, giving them a less “shady” appearance than a person in all black.

Origins

The Regulators can thank the Black Sheep for showing them the lands of South Zagoria. Dimebag and Stanky first stumbled into Guglovo weary and weak, and were nurtured back to health and taught the two of them their values. After many months of waiting to be accepted as a “Black Sheep” but not yet accepted, Dime and Stanky Decided to go off and start a similar camp with quite similar, but not identical values in a town called “Rogovo”. They scouted many possible options, the Regulators knew it was a nightmare as it was essentially in the bottom of a bowl with forests on 2 sides. Besides this, it was next door to RISE and the Carnival. “It would be hell and it's probably why no one lives here”. The group knew if they could befriend or make a deal with them then he wouldn't have to worry about any attacks or kick-back. They also knew this place needed a camp for any poor lost souls in the area.

Goals

The Rogovo Regulators simply wanted to survive and avoid losing sight of humanity. They did what they could to survive, and help those who could not. Besides that, the Regulators prided themselves on “regulating” goods in a robin hood-esque sort of way. If you had more than you needed and others were in need, or the excess had gone too far, then you were a target to them.


Values

  • Open-mindedness: The Regulators knew not to make quick judgements and to keep an open mind, as things are not always what they seem.
  • Life: The core reason for coming together is to live happily. The Regulators will protect that at all costs.
  • Fairness: Part of regulation was being fair. This is not a huge value but it comes with the regulation of goods nonetheless. The Regulators felt too many people had too much and others had too little, taking it upon themselves to free hoarders of their excess.
  • Freedom: Regulators strived to live as free from anyone's bonds as possible and create a community of other like minded people who simply want to live freely.
  • Family: (over Friends):Being neutral, the Regulators didn't really have friends. If you knew them you were either a person in need coming into Rogovo, a business partner, or Family.

Mickey was banished and never allowed in Regulator territory as the Regulators did not want to stoop to his level, but deep down they knew he wouldn’t obey.


During their early days, Dime was pulled away by three RISE members and asked to come to Stary Sobor. Knowing this might be the time whether he liked it or not, to discuss protection with the fanatics to the North. He was told he needed to prove his worth to the "cause" and forced to fist fight a man called "Crow" - a duel which he barely won. While in the church, Crow got a hold of a knife and tried to attack Dime, who killed him in self defence as RISE watched on. After fighting for his life and winning twice, RISE was impressed with Dime - agreeing to accept tribute from the Regulators in exchange for protection. After securing this bargain, the Regulators proceeded to build the “Well-regulated well”.


Things went well for a few months, until the price of freedom kept getting higher. Not wanting to live under the thumb of RISE any longer, the Regulators refused to pay for protection; a decision that ultimately came to a head for Dime one day on a trip home from Vybor. Surrounded by RISE, Dime was asked where he would like to “rest” in a peculiar display of respect. Knowing this was the end, he found a nice big tree on the side of the hill overlooking Rogovo. He said his goodbyes, and took one last look across his community before feeling a spear pierce his chest and stab the tree behind him. As he faded away he heard a faint but familiar voice...

Notable Members

Dimebag: Dime was friends with Stanky and this community was their chance at a new life. He was ex-military but that's about all anyone knows for sure of his past.

Stanky: Friends with Dime. Stanky first met Dime when both arrived here for the first time and survived here together. Stanky appeared to be a man of many trades, but a master of none.

Ace: A country boy with a sweet voice that kept the campfire jazz mellow and everyone calm. Seemed like he's trying to repay a debt from a previous life.

Relationships

The Carnival: Besides their first interaction, the Clowns and Regulators learned to live in peace. They were mostly quiet neighbors and remained peaceful in nature.

RISE: The Regulators and RISE were never friends, but started as partners in a lopsided-yet-mutual agreement. They eventually turned into enemies after RISE attempted to squeeze the smaller group.

Black Sheep: The very inspiration for their own group. The regulators thought of the Black Sheep as family.

Knuckledragger’s Trading Network: lots of trade business between the two groups lead to a great relationship.

The Scribes: though having met calmly under the mediation of the Black Sheep prior to the Regulator's formation, the strange techno-bandits were the Regulator's first true enemies in Rogovo.

Dark as Midnight: Dime sold drugs to a DAMN member for information under the table, leaving their relationship in a neutral but awkward place.
